In order to simplify the import and export declaration formalities, improve the customs clearance  efficiency of Hunan import and export goods, Changsha Customs and Hunan Entry-Exit Inspection & Quarantine Bureau issued a joint announcement on September 14 that it is decided that paperless of port clearance pilot will since September 15, for our province port single paperless pilot inbound and outbound goods for customs.

Announcement stipulate that the scope of Customs Clearance paperless pilot related to the entry-exit inspection goods which declared by the enterprises in Changsha customs implementation of paperless customs area .Since 15^th,the commodity declared by Hunan Foreign Trade Enterprises into《Entry-Exit Inspection&Quarantine Institutions to Implement Inspection&Quarantine Entry-Exit Cataloguet》,the inspection and quarantine department will not issue the paper customs clearance list any more,the Customs form networking for verification system will be instead.Customs will handle cargo clearance procedures with customs clearance electronic data transimission, it will be fully achieve paperless customs clearance of Inspection & Quarantine.

For a long time, foreign trade enterprises must apply the paper customs clearance for inspection from Inspection & Quarantine business on site,enterprises must get back to the clearance scene. According to Changsha Customs statistics,in our province,21% of import & export customs declaration to be audited with entry-exit port clearance.Officer of Hunan Entry-Exit Inspection and Quarantine Clearance Department said that there are more than 25000 paper customs clearance have been issued from January to  August, and it costs 1.25 million as Enterprise transportation fee, consuming 12,000 days.

After the customs clearance paperless reform, the part of apply the paper customs clearance has been omitted,and the enterprise go back to the customs clearance scene times reduced. Customs clearance paperless reform will bring high efficiency and foreign trade convenience for the enterprises that going to join in the “Central (Hunan) import and export commodity exhibition trading center”.At the same time , effectively improve customs clearance efficiency and reduce the cost of customs clearance will also promote the rapid ascension of Hunan Import & Export Industrial environment.
